Clause 5.1 does mean that libraries can use MJA for course packs and e-reserve and AMPCO has confirmed that this clause was designed for the purpose of course pack and e-reserve use by the libraries. The main stipulations in 5.1 are that articles can be used temporarily for non-commercial purposes.
Clause 5.3 regards reproduction outside of Educational Purposes. Libraries can be assured they can use the content in coursepacks and e-reserve.
